| چکیده | ||
| شفاف نمودن انتصاب و آماده سازی مدیران مناطق آموزش و پرورش امری مهم است که بایستی مورد توجه قرار گیرد لذا این پژوهش با هدف بررسی چگونگی انتصاب و آماده سازی مدیران مناطق آموزش و پرورش و با استفاده از رویکرد کیفی و روش پدیدارشناسی تفسیری در سال تحصیلی 1400/1399 انجام گرفت. مشارکت کننده گان پژوهش شامل بیست و چهار نفر بودند که شش نفر از آنان مدیران مناطق آموزشی در اورامانات کرمانشاه بودند و به سوال های اول و سوم پژوهش پاسخ دادند و هیجده نفر دیگر معلم بودند که صرفا به سوال دوم پژوهش پاسخ دادند. برای گردآوری داده از مصاحبه نیمه ساختار یافته استفاده شد. متن مصاحبه مشارکت کننده گان با لحاظ کردن رویه کد گزاری پیاده سازی شد،برای بررسی روایی داد ه ها از شیوه های ارزیابی مشارکت کننده گان در پژوهش و برای بررسی پایایی داده هااز راهبرد خبره گان غیر شرکت کننده در پژوهش استفاده شد. یافته های نهایی این پژوهش نشان دادند که روندهای انتصاب مدیران مناطق شفافیت لازم را نداشت، سیاست زده بود و نابرابری هایی در امکان مدیر شدن برای افراد وجود داشت به نحوی که داشتن پشتوانه سیاسی به تنهایی و یا در تعامل با پشتوانه های اجتماعی و خانوادگی در انتصاب مدیران مناطق تاثیرگذار بود، مدیران انتصاب داده شده مرجعیت و کفایت لازم را برای رهبری آموزشی در سطح منطقه نداشتند. | ||

| Clarifying the appointment and preparation of school districts superintendent is an important matter that should be considered, so this study aims to investigate how to appoint and prepare superintendents of school district and using a qualitative analytical approach and method of interpretive phenomenology in the academic year 2020/2021 Took. The participants of the study consisted of twenty-four people, six of whom were the superintendents of school districts in Oramanat, Kermanshah, and answered the first and third questions of the research, and the other eighteen were teachers who answered only the second question of the research. Semi-structured interviews were used to collect data. The text of the interview of the participants was implemented by considering the coding procedure. To evaluate the data validity, the methods of evaluating the Member checking were used and to evaluate the reliability of the data, the strategy of external audit was used. The final findings of this study showed that the process of appointing district managers did not have the necessary transparency, was politicized, and there were inequalities in the possibility of individuals becoming superintendent, such as having political support alone or interacting with social and family support in The appointment of district superintendent was effective, the appointed managers did not have the necessary authority and competence for educational leadership at the district level. | ||
